Responsibilities of the Ministry 

Directorate of finance and supplies

  • In-charge of all financial matters and commitment of the Ministry. Accountants are under this department they are to see to sourcing of fund, cashing cheques and liaising with the Ministry of Finance in making sure that the State’s Financial commitment to the Ministry is cash backed. They pay contractors, prepare payment vouchers and ensure the prompt-payment of internally generated revenue into the Government’s treasury.

Directorate of Personnel Management

  • In-charge of Human resources and Staff welfare, placement of staff in appropriate places. Also in charge of presenting staff for promotion, reward, discipline and retirement at the appropriate places.

Directorate of Planning Research and Statistic

  • The directorate is in-charge of Budgeting and its defence at both the Executive and Legislative arms of government.
  • It is also in-charge of keeping records and statistical data of every department of the Ministry.
  • It is the archive of the library for reference on any subject pertaining to the Ministry.
  • The directorate is also the supervisory department in-charge of Health System Development project.

Directorate of Medical Services.

  • It advices the Ministry and the Civil Service commission on the recruitment of Medical Doctors, Laboratory Scientists, Technicians Radiologist/Radiographers.
  • It is in charge of the placement of the above mention staff mentioned staff at the Ministry’s Health care facilities throughout the state.
  • It is in charge of advising the Ministry about purchasing and placement of Health care equipments.
  • It is also in-charge of discipline of any staff under its jurisdiction.
  • The directorate is also in-charge of registration of privately owned health care delivery centres throughout the State, and it also has the Power to shut down any private hospital for non-compliance to lay down rules for proper health care delivery.

Nursing Services

  • The Directorate is in charge of advising both the Ministry and the Civil Service Commission on the recruitment and staffing of Nurses into the State’s Health facilities.
  • They present eligible staff for promotion and also in charge of reward and discipline of Nursing Staff.
  • They help the Ministry in the posting and reposting of Nursing Staff in our health facilities throughout the state.

Pharmaceutical Services and Drug Control

  • Apart from staffing disciplining and rewarding of the Ministry’s Pharmaceutical staff, this directorate is also in charge of inspection of privately own pharmacy and patent medicine stores in the state.
  • They close down unregistered pharmacy shops and help in bringing culprits to the notice of the law.
  • They are also in-charge of food control, which NAFDAC is mostly taking charge of now, but the directorate work hand in hand with NAFDAC by notifying them of any erring person/ company where they don’t have the power to prosecute.
  • It is also in charge of the essential drug project.

Directorate of Primary Health Care and Disease Control

  • This is a two-in-one directorate in-charge of Primary Health Care, controlling Cottage Hospitals and Comprehensive Health Centres which provides primary health care services like treatment of minor injuries, minor ailment like headache, child and maternal cares.
  • It is a directorate in-charge of the family planning, material and child health care and prevention of both deaths, like given adequate health care services at the primary level.
  • The disease control aspect has to do with prevention of the spread epidemic and break out diseases.
  • It is saddled with the responsibility of immunisation and vaccination of children and adult against preventable killer diseases like polio virus, Measles, TB, Leprosy and other skin diseases.
  • Prevention and controlling other disease like malaria, river blindness (onocosyasis) and HIV/AIDS.
  • International Organisations like World Health Organisation (WHO), UNICEF, EU-Prime and others liaise with directorate in controlling these diseases.

Directorate of Project

  • This is headed by director, who is an administrative officer to supervise the numerous projects executed by the Ministry.
  • The director supervises to ensure that standard is not compromised, that projects are done to specifications and timely.
  • He is to indicate if the contractor should be paid or not, contract to be revoked or to be continued.
  • He advices when the issue certificate of completion, at the end of the contract for payment.
  • The directorate is the Ministry of Health’ “SON” (Standard Organisation of Nigeria).  Watch dog for proper monitoring of the projects.

Health System Development Project

  • This is a pseudo autonomous department headed by a project manager.
  • The project is majorly funded by the World Bank and the State payment of Counter-part Fund.
  • This directorate helps in building, and renovating new and old hospital and health centres.
  • They purchase medical equipments for hospitals and also renovate and buy new vehicles for the use of the Ministry of Health.
  • The project helps also in man power development through training and retaining of health personnel.

Essential Drug Project

  • This directorate is also headed by a project manager.
  • It is a drug revolving project.
  • This project is to ensure that essential drugs are purchased and readily available in our Health facilities throughout the state.
  • It monitors the sale of drugs in our health facilities and ensures that the money for drugs is remitted promptly and correctly.
  • The MDG also finances the purchase of malaria drugs in the prevention and controlling of malaria, especially 0-5 years old children and pregnant women, in order to reduce maternal and infant mortality.
  • The MDG Drugs are provided (malaria) free of charge.

 

Achievements  

The attention peoples and governments in the world continue to devote to health and other allied matter underscore the enduring truism that health, indeed is wealth. As a first step, peoples and government have come to embrace the wisdom of first seeking good health in their path to abundant wealth. The magnitude of budgetary attention peoples and institutions devote to health issues shoes that the crowd could not be wrong.

Today, there is the irreversible minimum of budgetary allocation a nation that is a signatory to the United Nations Charter is expected to devote its health sector. A medic himself, Governor Bukola Saraki leaves no one in doubt as to his position in this very important issue on which his government has made many declarative statements about his vision and mission.

As a manifestation of his intents and purposes a Health Summit (the first of its kind) was held in the state. Apart from designing a strategic health plan for the state many primary and secondary health facilities have since been upgraded and renovated. Many more are still going on. Aside from partnering with international agencies, the Governor Saraki administration is collaborating with relevant opinion leaders for effective healthcare service delivery in Kwara State

 

  • Conducting the first Health Summit in the state.
  • Strategic Health planning for the state.
  • Upgrading renovation and construction of primary and secondary Health Facilities.
  • Mandatory construction of Doctors’ quarters by sixteen Local Government Councils.
  • Provision of State of Art Medical equipment and adequate and effective drugs for all aforementioned facilities.
  • Establishment of Ambulance points and purchase of ambulances to four (4) entry points to the state.
  • Yearly free medical week in collaboration with foreign medical personnel.
  • Quarterly free eye care programmes with distribution of free eye classes and routine outreach eye surgeries.
  • Establishment and scale-up of community Health insurance Scheme (CHIS) in the state.
  • Malaria free Kwara programme for pregnant Women and 0-5 children in the state.
  • Aggressive  implementation and adequate coverage of immunization Activities in the State with Legislative and Executive backing.
  • Effective HIV/AIDS, TB and other disease Control Activities in the State.
  • Embracing the implementation of integrated Material New born and child health strategy of the federal Government.
  • Adequate training of manpower e.g LSS,MLSS,EOC etc.
  • Implementation of NHMIS in the state.
  • Provision of 32- seater bus for college of Nursing, Ilorin.
  • Accreditation of Sobi specialist Hospital to train House officers(on-going).
  • Constitution of the Board of Directors for college of Health Technology offa.
  • Collaboration with international partners and agencies.
  • Collaboration with traditional/religious leaders for effective healthcare service delivery in the state.
  • Bilateral collaboration with UITH.
