Statutory Responsibilities   

Local Government Affairs

  • Initiation of Financial and Administrative Policy Matters.
  • Monitoring and supervision of Local Government Activities.
  • Initiation and Generation of Internally Generated Revenue (IGR)
  • Supervision, Evaluation and Monitoring of Local Government Projects.
  • Settlement of Inter - District and Inter Divisional Boundary Dispute.
  • Processing of Periodic Administrative Finance Reports.

Chieftaincy Affairs

  • Processing of Grading and Upgrading of Chieftaincy Stool.
  • Arbitration in Chieftaincy Disputes.
  • Serve as Secretary to the Secretary to the State Council of Chiefs.
  • Co – ordination of Activities of the Traditional Councils.
  • Initiation of Policies on Chieftaincy Matters.
  • Co-ordination of All Activities Relating to Appointment Deposition and Installation of Traditional Rulers.

Community Development

  • Co-ordination of Projects Initiated by Communities.
  • Serves as a link between the Government and the Communities in the State.

Achievements 

As if nothing good has ever happened before, the Governor Bukola Saraki’s administration has through its many innovations injected new life into local government administration and community development in Kwara State since 2003.   

The Local Government regularly attracts comments as the nearest to the people but the most disadvantaged because it is either not having its fair share of the National cake or the share not percolating to the intended grassroots people. 

To redress this imbalance or perceived lopsidedness, different governments in times past have designed and executed various policies with little or no positive impact.
For maximum results it is in the reckoning of the Governor Saraki’s administration that there must be close monitoring and proper evaluation of execution of government policies and programmes in this very vital third tier of government.

Thus for purposes of convenience and maximum results inspectorate offices have been created at senatorial and local government levels. To facilitate this, logistics have also been made regularly available. Modern amenities gave also been provided where they are non-existent and more built where they are not enough. This deliberate and sustained community development efforts of Governor Bukola Saraki’s administration has not only made life better for rural dwellers but also has earned Kwara State the reference-point status among its peers in contemporary Nigeria.

The traditional institution is today better off than any other time in the past as the status and fortunes of graded and ungraded Obas and Chiefs have greatly improved.
Presently the monthly salaries and allowance of graded Obas and Chiefs, which are dictated by a percentage of the state’s monthly allocation from the Federation Account have increased from 4% to 5%.

More than ever before, there has been swollen numbers of graded Obas and Chiefs in classes one to four. And many ungraded Obas and Chiefs are still hopeful of crossing over to the privileged, exalted classes.

With improved benefits and privileges, the status of traditional rulers in Kwara State of today has increases and their morale has been sufficiently boosted. This positive development has robbed on local government administration and improved life for the people.  

Local Government Department

  • Creation of Senatorial Inspectorate Offices - 3 Nos.
  • Creation of Inspectorate Offices in the 16 Local Government Areas.
  • Purchase of 4 Hilux Double Cabin Vehicles for the 3 Senatorial Offices and 1 for the Headquarters.
  • Purchase of 1 Staff Bus for Monitoring Projects.
  • Equipping the Senatorial Offices with:-
    - 3 Computers.
    - 3 Photocopying Machines.
    - 3 Refrigerators.
    iv. 3 Radio/Tape.
  • Joint Projects:-
    - Abattoir at Akerebiata – Ilorin East.
    - Oko Bridge at Oro – Ago – Ifelodun.
    - Oke – Onigbin–Owode Offaro Road-Isin/Ifelodun LGAs.
    - Omu-Aran Township Road-Irepodun.
    - Okeleni Road Project – Ilorin West.
    - Deeper/Ilorin Gram. School Road-Ilorin West.
    - Kaiama Township Road.
    - Electrification of Ilesha Baruba Town.
    - Iloffa/Aiyedun Road Project – Oke Ero.
    - Omosebi Road – Iloin South.
    - Idofian/Fufu Road – Ilorin South – on going.
    - Afon/Eiyenkorin/Balla/Alapa Road Project – Asa LGA.
    - Marafa/Aiyetoro Road – Ilorin East.
    - Secretariate Road – Offa-Offa Local Govt. Area.
    - Offa/Ojoku Road Project-Offa/Oyun LGA.
    - Construction of Abbattoir at Bode Saadu-on-going.
    - Sch. Of Preliminary Studies-fufu-Ilorin South-on-going.
    - Patigi Township Road-Patigi.


Community Development Department

  • The Department has been able to mobilize and sensitized various Communities that benefited in Dr. Bukola Saraki Water Turn Around Programmes. Over 193 Wards in the State have been mobilized on the need to see Government/Community Projects as their own and to jealously guide the projects in their areas.
  • The Department has been able to train both Local Government Community Staff and State at Staff Development College. The Government is running Certificate, Diploma and Higher Diploma in Community Development.
  • The Government has been able to grant aid to over 64 Communities that embarked on self help projects for the 16 Local Government Areas. Financial Assistance to the tune of 6.4 Million was disbursed last year through the Department.
  • The Department Organized Community Day Celebration where various Community Development Associations were sensitized and mobilized to partner with the Government Developmental Efforts.
  • The Department is collaborating with other agencies involved in Rural Development like; Federal Ministry of Agriculture and Water Resources, NGOS like; KWASACA, Kwara State County and Focal Development Agency, also the Department attended Federal Conferences especially the Annual Conference of Director of C.D.

Chieftaincy Affairs Department

A. Grading of Traditional Rulers

  • 2 Nos 1st Class Chiefs Graded.
  • 15 Nos 2nd Class Chiefs Graded.
  • 28 Nos 3rd Class Chiefs Graded.
  • 35 Nos 4th Class Chiefs Graded.
  • Resolution of Chieftaincy and Communal Disputes.
  • Compilation of Requests for the Subsequent grading in progress.

B. Welfare Packages/Incentives

  • 9 Nos Limousine Volvo Cars for all the 1st Class Chiefs while a Mercedes Limousine was provided for the Chairman State Council of Chiefs.
  • Pilot Vehicles provided for all the 1st Class Chiefs.
  • 10 Nos 3 bedroom Modern Chalet was also built for all the 1st Class Chiefs in the State and a Duplex Building for the Chairman State Council of Chiefs.
  • Construction/Renovation of Palaces of 1st Class Chiefs for which tendering is being processed.
  • Review of the Salaries and Allowances of the graded chiefs in the State in progress.
  • Overseas Medical Treatment for 1st Class Chief.
  • Organized one day seminar for all categories of Traditional Rulers in the State.
