Responsibilities

Directorate of personnel, finance and supply 
The directorate serves as the nucleus of the ministry’s general administration. It co-ordinates the activities of other directorates of the ministry for implementation of government policies and programmes. It handles promotion, training, discipline, posting and general welfare of the staff. The directorate equally processes release of funds, preparation of estimate and monitors its implementation.
 
Directorate of Commerce
The functions of the directorate include the following:

  • Trade promotion through creating conducive atmosphere for commercial activities in the state.
  • Supervision of all micro-credit schemes of state government.
  • Management of government owned commercial outfits like:
    •  Kwara state liaison office guest house Lagos.
    • Adama Bola Saadu House Ilorin.
    • Stadium Shoping Complex Ilorin.
  • The directorate also monitors the sale and distribution of petroleum products in the state. Also, part of our mandate includes registration of business premises, Export promotion matters through organizations like the Nigerian Export Processing Zone Authority. Of recent, the directorate supervised the establishment of the Ilorin Branch of Nigerian Stock Exchange. With the assistance of KWACCIMA, the directorate also handles matters on Trade Fair in the State.

Directorate of cooperative
Cooperative directorate is saddled with the following responsibilities:

  • Formation of both primary and secondary cooperative societies in the state.
  • Supervision of all cooperative organizations in the state.
  • Registration of cooperative organizations.
  • Regular attendance at various cooperative meeting and provision of cooperative education to members in line with provisions in the cooperative society’s law, regulations cooperative principles and their requested bye-laws.
  • Organizing cooperative seminar for cooperators in all the sixteen local government areas of the state and in all the state and federal ministries and parastatals on annual basis.
  • Auditing of all cooperative organizations and collecting audit and supervision fees for payment into government coffers.
  • Settlement of cooperative disputes in line with the cooperative societies laws and regulations. 

Achievements

  • The Kwara state Government, in the last one-year, has made distribution of sixteen (16) motorcycles to co-operatives Area Officer across the state to facilitate their work. Training programme was provided for 14 people including Co-operative manager. Bookkeepers and Trustees at the Kwara Co-operative Institute, Ilorin where 73 people have graduated from the institute.
  • Kwarans have been also sensitized towards the benefit derivable from cooperative societies. To this end, three hundred and four cooperatives organizations were registered and supervised during the year under review. I.e. one thousand, two hundred and thirty (1,230) cooperatives organizations have registered so far.
  • The state Government sponsored Ago-input supply and produce marketing co-operative societies and tractor hiring co-operative societies. A branch of Nigerian stock Exchange was established in Ilorin metropolis to promote investment in shares by the people of the state. The state Government introduced shares purchase loan scheme to its workers.
  • The state Government has facilitated the establishment of a Micro-credit finance bank in the state in which over N250 million has embarked for disbursement to Small and Medium Enterprises (SME) operators in the state. The state Government in collaboration with KWACCIMA sponsored the second Kwara Trade Fair to further promote economic activities in the state.
  • An ultra-modern Market, with adequate facilities was built in Ilorin, the state capital, to promote trade and commercial activities. Provision of 250 housing units at mandate III Housing estate Ilorin.
  • The state Government through the ministry of commerce sold rice commodity to the general public at subsidized price. Established of free Trade Zoned dealing in a cluster of Agro-Allied and manufacturing which when completed would provide jobs for about 22,000 Kwarans. These lowered about 500 hectares of land along Eyeinkorin/Bode Saady Expressway. The state government has facilitated the building of standard and well-organized ultra modern market for the people of Kwara state through the ministry of commerce and cooperative. The facilities available in the market are:
    • 2001 units of lockable shops
    • 500 units of open stalls
    • Twin whare-houses
    • 4 two cold rooms
    • Banking hall
    • Fire station
    • Day care documentary
    • Overhead tanks
    • Road Network with the market
    • Clinic
    • Refuse dump
    • Administrative block
    • Restaurant
    • Public toilet
