  Responsibilities

The Ministry of Lands and Housing is charged with the primary responsibilities of implementation of the Land Use Act of 1978 and provision of Housing. The Ministry is therefore, responsible for the management of Urban Lands and coordination of the non-urban (rural) lands. In these regard, it performs the following major schedules:

  • Provision of serviced plots for residential, commercial, industrial, and other public uses.
  • Preparation of physical development plans such as master plans and layout plans.
  • Surveying and mapping.
  • Processing of Land titles i.e. Certificate of Occupancy.
  • Approval of subsequent transactions such as mortgage, assignment and lease.
  • Formulation of policies on housing and its provision.
  • Design and supervision of building projects throughout the State. 

Successes

The land administration has started to witness tremendous overhauling since inception of this administration in May 2003. This is highlighted below

Payment of Outstanding Compensation
The present government has settled most outstanding compensation to customary landowners on lands acquired; some more than two decades ago. This has brought relief to the landowners and the allottees of plots and has minimized disputes and litigation.

Installation of Digital Equipment and Supply of Satellite Imageries
This State government has installed digital equipment in the Surveys Department in line with the current internal standard and requirements. In addition, work has started on the full installation of land information system in line with the Abuja Geographic Information System (AGIS) and Federal Land Information System (FELLIS).

Reconstitution of the Land Use and Allocation Committee
It is heart warming to note that His Excellency constituted a new LUAC, the Executive Governor of Kwara State. It is charged with the responsibility of advising the State Governor on land matters. The reconstitution will restore due process in land administration.

Signing of Certificates of Occupancy
The present government has continued to sign Certificates of Occupancy on regular basis for all uses. This has contributed to promoting economic development of the state, as individuals and corporate bodies now have access to banking facilities. It has also provided security of tenure.

Sites and Services Scheme
Having noted that the existing government residential layouts particularly the old GRA are congested, the Ministry has decided to develop a new GRA at Budo Osho, Tanke areas of Ilorin. It is to be well serviced and provided with necessary facilities. It will also put a stop to the present sub-division of plots in the GRA that is resulting into slums. Efforts will be made to provide necessary infrastructural facilities while people build according to their tastes and town planning regulations.

Mass Housing
The Ministry is intensifying efforts in providing affordable hosing of the generality of the people. An enabling environment is also being created for private housing estate developer. Under direct Housing, the State government has completed and allocated plots within Mandate 1, 2 and 3 in Ilorin and some other towns. Also in partnership with private developers housing estate are being developed at Gbagba village, Kulende, Akerebiata, Sobi road and Airports area all in Ilorin.
