The signing of the Fiscal Responsibility Bill by the Kwara State Governor, Dr. Bukola Saraki as reported in the media, created the erroneous impression that other Governors were afraid to sign the Bill due to lack of transparency and accountability. Contrary to this wrong impression, Dr. Saraki did not address the reason(s) why fiscal responsibility has not been passed by other state. To put the records straight, Governor Saraki, after signing the bill, stated that the fiscal responsibility bill was a collective decision of the 36 State Governors in their drive to put a perpetual check to corruption in various acts of governance in the Country. According to Governor Saraki, “the decision by the 36 state Governors led to the setting up of a committee of Attorneys General in the 36 states of the Federation to draft the bill, which was approved by the Governors’ forum. The bill is at different stages of development in various states, with me signing my own today (Friday) other Governors will sign at theirs own time”. With the foregoing, it is not correct to report that other Governors lack the transparency, accountability or the guts to sign the bill. Governor Saraki as the Chairman of the Governors’ Forum could not have stated that, given that it was a collective agreement by all the Governors on the imperative of having the fiscal responsibility law.
